President. as we come to vote on the McCarran bill. I think we can well afford to read again that inspiring Inscription on the Statue of Liberty. If we give meaning to that inscription. by means of the action we take in the Senate of the United States on this omnibus immigration bill. we shall lay aside the bill and we shall adopt. for the time being. a substitute proposal similar to the one the Senater from New York and the Senator from Minnesota have offered to the Senate. Then we shall study the McCarran bill for such length of time as Is required to eliminate from It some of its serious shortcomings and some of its sections which in my opinion cannot be reconciled with the great inspirational tenet of Americanism which we find inscribed on the Statue of Liberty. Again returning to my letter. previously referred to. I said to this critic in the third place: 3. Unless you are a descendant of the native Americans who lived in this country before the coming of the white man. I assume that your ancestors came here as immigrants. no doubt with high hope of living a fruitful and useful life. What would have been their reaction if they had been turned back and told. "You cannot enter. America Is for Americans"?
