I submit that this bill is inhumane. and I further submit that it has not been given proper thought. That is exactly why it should be recommitted to the Committee on the Judiciary. where it can be worked over. Mr. President. enjoyable as it is to me to make these remarks on this problem which is very close to my heart. I must say that I think we would make a great deal more progress if those who have strayed from the paths of immigration righteousness would return to the fold and would listen to some of the lessons. We are talking to those who are already convinced. This is a sad comment.
