Session #82 · 1951–53

Speech #820210123

It has been called that. but the statement has not been substantiated. While we are on this question of racial discrimination let us look at another section of the McCarran billsection 202 (c). This hits directly at the immigration of Negroes from the West Indieswithout saying so. It provides that not more than 100 persons may enter annually from any one colony. This is a change from existing law. Under existing law we have been assigning .colony immigration to the total quota available to the mother country. Within that quota. therefore. a native of Martinique. for example. has the same standing as a native of Paris. Under the McCarran bill this would be changed.
