Negro. and Indian stock could qualify for a nonimmigrant visa and theoretically could flood the country.* Under the McCarran bill no change would be made in their eligibility and no steps would be taken to meet this alleged threat. The reason is that these LatinAmerican citizens are not flooding into the United States. Many of them love their own countries. just as we love ours.
