Session #81 · 1949–51

Speech #810183800

Senators will note that the bill as passed by the other body changes the socalled cutoff date under section 2 (c) of the act from December 22. 1945. and January 1. 1948. respectively. to January 1. 1949. as to having entered into Germany. Austria. or Italy. and being In these areas for eligibility. That is the only proposed change in this section of the existing law. and Senators should note that eligibility is dependent upon the definition of a displaced person in subsection (b). which subsection by reference incorporates apnex 1 of the constitution of the International Refugee Organization. and gives to that agency the right to determine who is a displaced person for eligibility under the act. The Judiciary Committee of the Senate has amended H. R. 4567 by striking out the language appearing on pages 1 and 2 of the bill. as reported. and Inserting In lieu thereof an amendment to subsection (b) of the act specifically defining a displaced person.
