Unless we lift this severe penalty. many families will be broken up. wives �separated from their husbands. children from their parents. Americans who went to Italy simply to make a brief visit now find themselves unable to return to the United States. to their homes. to their businesses. I think it should be clearly understood that this bill does not open a gap in our immigration laws. This measure will not start any flood of unrestricted immigration. On the contrary. the bill simply makes a fair and humane exception for some three to four thousand Americans whose concern for democracy brought on them an unexpected and extremely harsh penalty.
