Session #81 · 1949–51

Speech #810171685

President. there remain for the consideration and decision of the Senate. issues of great consequence to the welfare of this Nation. which I shall discuss in detail at a later date. Some of these issues are as follows: First Are we to embark on a course which will result in opening the floodgates of this Nation for the entry of untold millions of aliens from the turbulent populations of the entire world who are storming our portals for admission? Right there. may I again emphasize the fact that aside from the relatively few eligible wardisplaced persons. all of whom will. by the expiration date of our present displacedpersons law. be resettled or repatriated. the number of persons in the world who are de facto displaced and who are potentially eligible under the. constitution of the International Refugee Organization runs into the twenty millions. and the ranks of these persons are being swelled at an alarming rate. Mr. President. notwithstanding the strong humanitarian implications. we cannot solve the problems of the world by mass immigration to the United States. To attempt to do so will be to transplant these problems here and superimpose them on our own gigantic social and economic problems. Second. In determining the extent to which additional numbers of displaced persons should be admitted into the United States. should we consider the tremendous increase in the influx into the United States. both legally and illegally. of aliens from all over the world who are arriving on our shores in such numbers that our immigration officers are swamped with an overwhelming work load? Third. What consideration. if any. should be given to the internal conditions in the United States?
