The bill should be enacted now because departures of displaced persons from Europe will drop. it is estimated by Chairman Carusi. Acting Chairman OConor. and their associates. from the present rate of 15.000 a month to 8.000 to 10.000 a month. They hold that this will result from the application of the preferences. priorities. and percentages of the law. which will cause a severe cutback in the production of visas. They also maintain once the shipments are cut back. it may be impossible to get them up again soon enough to complete the job by June 30. 1950. A cutback in shipping commitments. according to a cable from the IRO Director General to the State Department. on October 12. 1949. may make it impossible to restore shipping schedules.
