As I have said. my objection comes about by reason of the fact that there is no consistent plan. In a certain case an individual comes to the United States on a temporary visa. We grant him permanent citizenship because he is a laborer. and probably Js entitled to permanent citizenship. But he comes in over and above the quota. However. because of the fact that he is here. rather than send him back he is given permanent citizenship. As I have said. if we are to have a quota basis for immigration. let us adhere to it. On every call of the calendar we find the same situation arising.
