Mr. President. it is a pleasure for me to introduce for appropriate reference a bill to amend the Immigration Act of 1924 so as to permit war orphans to enter the United States as nonquota immigrants. Early this year the Minnesota State Legislature adopted a concurrent resolution. memorializing the Congress of the United States to enact just such humanitarian legislation in behalf of war orphans. This would permit American families to adopt those orphans and bring them up in an atmosphere of freedom. imbued with principles of our democratic philosophy. One of the most bitter and cruel aftermaths of the recent world war was the child victims of Europe.
