This will stop the false propaganda of other nations through paid agents. vii We favor prohibition of any political. economical. financial. or military commitments. treaties. agreements. undertakings. entanglements. or alliances with any foreign nation or combination of nations. except by authorization and approval of a twothirds majority of both Houses of.Congress. this by a constitutional amendment. This puts the ultimate responsibility of our dealings with foreign nations on Congress where it belongs.
