Over 2.000 of them are partially or totally without resources. Either their own currency has depreciated so that it is of no value in our currency. or there is no way of getting money here from China. We either have to arrest them and send them back as undesirable aliens and spend our money that way. or we have to give them a chance to finish their education here. and then try to work out means by which they can get back to China as missionaries for the democratic way of life in a country which is being almost wholly swamped by communism.
