The purpose of the bill is to grant the status of permanent residence to Leon Nikolaivich Volkov and to provide that he shall not be regarded as having been at any time prior to the enactment of this act a person within the provisions of the immigration law relating to anarchistic aliens. The bill also provides for the appropriate quota deduction. His activities are not injurious to American public interest.
