Session #81 · 1949–51

Speech #810085701

The Senate certainly has the responsibility of confirming or refusing to confirm the nominations of representatives to foreign nations. Mr. Ellis 0. Briggs happens to come from the State of Maine. and I have no disparagement of his qualities. but Secretary Acheson stated not long ago. in connection with a complaint that an ambassador was not sent. that it did not mean anything to have an ambassador. If it does not mean anything. and if Czechoslovakia is violating human rights. compelling the emigration of thousands of persons from that land. why does the President name a new ambassador to Czechoslovakia at this particular moment. when it would seem to give Czechoslovakia full standing and recognition by the Government of the United States?
