That the Secretary of State is authorized and directed to cause an immigration visa to be issued to Gracy Marilucb. of Paris. France. permitting her Immediate entry into the United States for permanent residence. if she is found to be otherwise admissible under the provisions of the immigration laws. other than those relating to quotas. Upon issuance of such visa. the Secretary shall instruct the proper quotacontrol officer to deduct one number from the nonpreference category of the first available immigration quota for nationals of Spain.
