Mr. President. on behalf of this compromise arrangement. I ask that we consider an amendment. as coming from the Senator from North Dakota. as fol!ows: "Strike out the first two lines of section 8. on page 12. as they now appear. and insert Whenever the Director. the Attorney General. and the Commissioner of the Immigration Service shall determine that the entry of a particular alien into the United States." and so forth. What the amendment does is simply to add the Commissioner of the Immigration Service. The Senator from North Dakota wants to make sure that the immigration authorities are apprized directly of the action that is proposed to be taken. I Mr. LANGER.
