However. it does not make any difference what the bail is. because after a man has been released on bail then the FBI no longer places him under surveillance. He is free to go wherever he feels like throughout the United States. However. under the Hobbs bill which passed the House. it would be possible in cases of that sort to incarcerate the man pending final disposition of his appeal from an order of deportation. It certainly seems to me that in the light of what happened recently this House at least should insist that prompt action again be taken on the Hobbs bill.
