Session #81 · 1949–51

Speech #810062061

It seems to me that this Government and the IRO have considerable responsibility to see to it that none of these people who want to get out of the clutches of the Communists shall be allowed to fall into their hands. If we do not have adequate facilities. either commercial plane. or shipping facilities. to get them out before Shanghai falls. there is some obligation on the part of both the IRO and the United States to get these people away from there by some means. Mr. President. I ask unanimous consent that at this point in my remarks there be printed an article written by Maj. Gen. D. P. Barrows. former president of the University of California. republished in the ChineseRussian Gazette of Shanghai. dealing with the problems faced by these refugees.
