Koppers is specializing in their manufacture. and urgently needs Raffs services. The acquisition of those services will give impetus to the program and permit the employment of additional American workers. Raff is the husband of a Canadianborn woman and the father of two children. who also were born in the Dominion. Being quotaexempt. their admission into the United States will involve no difficulty. It is my understanding that the Visa Division of the State Department conducted a preliminary investigation of Dr. Raff. with the proper security agencies of our Government. and that clearance has been obtained for him.
