I shall be glad to do so. As I view the bill. the legal effect of it is to waive the general provisions of the naturalization laws. While it may be morally wrong to deny the right to this particular individual. I am asking the question whether the sponsors of this measure believe that it is wise to lay the foundation for permitting American citizens to go to foreign countries. there exercise the right of franchise. and then expect to have the rights of American citizens upon their return to this country. Mr. iIMcCARRAN. I would not want to create such a precedent. but I do not think this particular case would establish such a precedent in that regard.
