They can still come in on a basis of equality with the other peoples of the world. This bill also reduces the number who can come from China. because Chinese wives of American citizens have been eligible as nonquota immigrants and are not under the bill. It also reduces the number that will be able to come from the Philippines. I regret these limitations. although I think they are necessary to get equality for all. We have had no complaint from them because for the first time in decades the bill puts all individuals on a plane of equality. Surely the gentleman from New York wishes in this as in so many other matters that all should be accorded equality.
