R. 6396 would entitle these people to emigrate into the United States. with provisions that everyone would be screened and that they would not be a burden when and if they would reach this side of the ocean. This bill has safeguards against subversive persons and immoral types. Also. it provides penalties for offenders. which the present immigration laws do not have. With these restrictions. I am satisfied that we will be able to select and pick the most deserving applicant.
