Session #80 · 1947–49

Speech #800199524

Chairman. I make the point of order that the amendment is not germane to the bill. In a word. it provides that those of German ethnic origin. regardless of their place of birth. shall be admissible under our quota laws. Our quota laws are based upon the theory of national origin. and that the place of birth governs the quota. This amendment would change the theory of our immigration laws and provide that ethnic blood would determine the quota rather than place of birth. For that reason the amendment is not germane to this bill which has for its purpose the solving of the displacedpersons problem regardless of quotas.
