I understand that as a part of the United Nationsthere is the International Refugee Organization. and by authority of Public Law 146 the President is authorized to accept membership for the United States. and that such Organization take over the displacedpersons problems. I understand that the authority was given upon the condition and with the reservation that no agreement should be concluded on behalf of the United States which would affect or abrogate any of the immigration laws of this country.
