Mr. Chairman. this bill does not provide for the bringing in of 400.000. It is the result of one long year of hard work by the Subcommittee on Immigration and Naturalization. We have gotten together and we believe we have a fair. honest. equitable approach in the form of a 200.000 compromise on the 400.000 requested by the gentleman from Illinois . I have just received this morning from the Census Bureau df the Department of Agriculture a statement to the effect that the number of tenants in the United States in 1940 was 2.397.622 tenant farmers. but in 1945.
