Mr. Chairman. before discussing the merits of the measure before us. I should like to pause to pay my respects and a welldeserved tribute to the gentleman from Maine. the chairman and the members of the Subcommittee on Immigration of the Committee on the Judiciary. When they originally undertook the task of hearing witnesses and attempting to frame legislation in connection with the distressing problem of the displaced persons. it looked like an almost hopeless objective to try to achieve any degree of unanimity among the members of the committee or later the Members of this body. Weeks of hearings were held. covering 693 printed pages.
