There are many basic differences. The Fellows bill endeavors and succeeds. I am sure. in eliminating racial or religious discrimination in the issuance of visas. Unfortunately. the bill in the other Chamber deliberately seeks to discriminate on the ground of race and religion. The language embodied in this bill may seem to be innocuous. but upon careful scrutiny you will find that there is no innocence whatsoever in the bill which has emanated from the councils of the other body. It would be a travesty of justice and a flying in the face of the American tradition were we to embrace the discriminatory provisions of that bill.
