In other States they could not testify in court. In five States they could not own land. So. Mr. President. as the hearings developed before the House committee on the bill which was introduced by Mrs. Luce and by Mr. CELLER. and as the hearings developed before the Senate Committee on Immigration on the companion bill which I introduced in the Senate. we found there was rank discrimination against those people. Some of them could not attend public schools in some of the States. they were barred there. That was at the very time when we adopted the United Nations Charter.
