In the third place. the bill lays down conditions which also have the effect of discriminating. I humbly submit. against the Jewish people. It provides that 50 percent of the people who get visas. who come within the reach and benefit of the bill. must have had agricultural background. experience. and training in the country from which they come. It happens that the pattern of the economy. the pattern of life. of those people in the areas whence they come. did not put half of them into that category. There again criteria have been laid down which. if not by design. at least by effect. discriminate against the most persecuted of all the displaced people.
