By the amendment offered by the able Senator from Michigan for himself and other Senators. the number was increased to 100.000 a year for 2 years. My substitute amendment would fix the number at 70.000 a year for 2 years. This figure. Mr. President. of 70.000. Is the number of quota immigrants admitted to the United States in the year 1947. Incidentally that number is larger than the number of those admitted in any year since the year 1931. In my view. the amendment of the Senator from Michigan alters the bill in such a way that it departs entirely from its original theory.
