I do not believe that the Senate of the United States wants to take a position which would give that iind of preference to people who have come here not as applicants for bona fide citizenship but who. instead. have come here ostensibly as temporary visitors. or under their applications as persons who do not desire to become permanent residents or citizens of the United States. The effect of the. amendment would be that every person chargeable to quotas of the entire 15.000 who could bc admitted under this bill would be placed ahead of persons who in good faith have filed their applications and have been given a certain place on the roll and are waiting. looking eagerly to this land of promise and hope. I do not believe the people of the United States want that kind of a verdict coming from the Congress of the United States which would give preference to people who have come here under color of wanting to do one thing. when they will now say they have come as refugees and expect to remain as permanent residents. persons who. by the very nature of things. possess means. as opposed to the more or less difficult and straitened circumstances of many of those persons who want to come in and whom this Nation would be glad to have come in under the provisions of the bill.
