Mr. President. if it came to the adoption of Japanese childrenI think that would be more to the point. because we have JapaneseAmericans in this country. and in all probability we have plenty of ChineseAmericansthe children would have to be rccepted under our immigration laws and would have to be adopted by American citizens. as such. they would have the care and bringing up which is so necessary It is doubtful that many children from Japan or China could be adopted in the United States. That is utterly unlikely. I realize that the terms of the amendment are broad. but I point out again that these are children. future citizens of the world. who at their present age can be made loyal Americans. as good as we can produce in this country. There are sufficient protective features in the amendment to provide the right kind of home environment.
