The new employees would be without experience. I express the very definite apprehension that if this amendment should be adopted. we would see a repetition of the experience of IRO in selecting employees of UNRRA. who made such a dismal failure in the administration of that organization. Why not leave the administration In the hands of trained immigration authorities and officials? Let the Commission prescribe the rules under which displaced persons shall be admitted in accordance with the provisions of the bill. but let the administration be in the hands of experienced officials. who could do the work more efficiently and at less cost to the Government. We discussed this problem in the subcommittee meetings. and after discussion we arrived at the conclusion that the administration should be left in the hands of the immigration authorities. I think the issue is very clear. I do not believe that extended discussion is necessary to understand this amendment.
