President. I wish to make a further brief explanation of the proposal to strike out certain language on page 7 of the bill and the insertion in lieu thereof of other language. It will be noted that it is proposed to insert the following language: But the determination of eligibility of displaced persons and displaced orphans under the other immigration laws of the United States shall be by the officials who administer such laws. There is no desire by the amendment to take away from those who are charged with the enforcement of the present immigration laws any of their power or authority. There are laws and regulations now In effect prohibiting the entry of persons having criminal records. diseased persons. and Communists. The present officials would determine whether persons seeking entry were eligible under those laws. but the new Commission would determine all questions of eligibility under the pending legislation. Involving questions of security and other questions bearing on the eligibility of displaced persons. If we do not make these changes we shall be creating positions for three Commissioners to do three things: First. to provide rules and regulations. second. to receive reports from Immigrants every 6 monthswhich would be merely a clerical function. because there is no provision as to what shall be done with the reportsand. third. to submit annual reports to Congress. It is the purpose of the amendment to make the Commissioners active participants in the administration of the law.
