"Those persons who are displaced and who have become displaced before the date December 22. 1945. shall be given preference under the quotas." From. that date until February 1948 was the date governing the admission of displaced persons into the United States. We speak of records. The only record which this Government has had for the admission of displaced persons is based upon the date December 22. 1945. allowing a margin of 7 months after the cessation of hostilities to determine who were in fact displaced persons.
