President. I have a very interesting letter upon that point which I should like to call to the attention of the Senators. It bears the heading "Council on European refugee organizations. 41622 Tongshan Road. Shanghai." It was written on May 15. and was received by my office on May 24 in the course of this debate. I shall read the letter. It is very enlightening upon the subject of the great number of persons who have been classed as displaced persons under the idea of the IRO. The letter reads as follows: SI: Of the 6.000 central European refugees still left in Shanghai. the vast majority falls under the oversubscribed quotas under the American immigration law. Their situation is hopeless. they cannot and do not want to go back to their homelands. and all countries have closed their doors upon them. Their only chance of ever again leading normal lives is to go to the United States.
