April 21. 1947. which date I am supporting. was the date fixed by General Clay. commander of the occupation forces In Germany. on which the displaced persons camps in the American zone of Germany would be closed to further admissions. It was necessary to set a date because of the fluctuating movement through our occupation zones of. the various types of displaced persons.. Including refugees from the various occupied countries. In fixing an authoritative date. it was made possible for the occupying authorities and eventually the International Refugee Organization definitely to catalog and check up on all the displaced persons who might be eligible for ultimate repatriation or resettlement by the IRO. Let me emphasize that point for a moment. I am trying to demonstrate to my colleagues that we have a very definite package. if we may call It that. of displaced persons for whom the United States is responsible and of whom we must make some dspostion.
