I wish to emphasize that our amendment simply fixes a ceil.ing on the number in each group that may be admitted. It does not require that the group be taken. As the Senator from Kentucky has pointed out. one of the requirements for eligibility is that the displaced persons be qualified under the immigration laws of the United States for permanent residence. Under the present language of the bill. without our amendment. two priorities must be met. First. 50 percent of the displaced persons must be from the three Baltic states or east of the Curzon line. which was formerly part of Poland. as their place of origin.
