Mr. President. I thank the Senators for their contributions. but I recall that when we debated the resolution on the IRO it was particularly stressed that nothing in the resolution would permit in any way changing or altering the Immigration laws. and the resolution specifically notified the State Department. the executive branch. "Congress alone will handle this problem." Although today I would certainly favor what the able Senator from Maryland has in mindthat we solve the problem so far as 200.000 displaced persons are concernedyet there will still remain need for further action. and the State Department should be required to endeavor to get a complete settlement of the problem with other nations because we cannot go on with it alone.
