President. the reason for that was. it was thought at the time that the whole program should be examined. that the number of displaced persons should be ascertained. together with the number of persons we might be able to admit into this country. after which the bill could be used as a vehicle to carry the correct number. The able Senator from New Jersey . has related some of the further history of this displacedpersons legislation. On July 26 Senate Resolution 137 was approved. authorizing the Judiciary Committee. or a subcommittee. to Investigate the United States immigration system and the displacedpersons situation. The report on displaced persons was to be made by January 10. 1948. The reason for doing that was that the Senate was of the opinion it was an Important problem. that time was of the essence. and that immediate action should be taken.
