The Senate of the United States passed the law providing for the IRO. and theSenator from Massachusetts supported it. I believe. as did the Senator from West Virginia. It was understood when we entered into the IRO that it was an agreement between the several nations that the refugees should be fed and that the contributions should be made upon fixed maximum allocations which I have read into the RECORD. I make the further statement that whatever the duty which was fixed by the agreement as to the payment out of the funds of the particular appropriation. I do not think it is an answer to say that it was our duty to look after the persons in those zones.
