Reyer. who were admitted into the United States on student visas. shall be deemed to have been lawfully admitted into the United States for permanent residence as of the date of their last entries. SEC. 2. Upon enactment of this act. the Secretary of State is authorized and directed to Instruct the proper quotacontrol officer to deduct one number from the nonpreference category of the first available quota for nationals of the Soviet Union and two numbers from the nonpreference category of the first available quota for nationals of China.
