The bill also embraces displaced orphans. of whom there are only a little more than 3.000. In view of the situation in the United States. to which I have previously alluded. the bill provides for certain vocational and housing prerequisites. The bill further provides that only those persons may be admitted who are qualified under the immigration laws of the United States for admission into the United States for permanent residence. and for *whom satisfactory assurances have been given that such persons will not become public charges. The bill provides that in addition to persons admissible under other laws of the United States. and subject to the provisions of the bill. a number of eligible displaced persons and eligible displaced orphans not to exceed 50.000 may be admitted into the United States for permanent residence during each of two fiscal years commencing at the start of the next fiscal year.
