In nqthing that has been read hereand I have read not only the treaty. but all the letters in connection therewithis there one word which guarantees .to any citizen of Panama. nativeborn or naturalized. civilservice employment. The treaty and the letters. dated in 1936. do assure them equality of opportunity for employment. There is a great deal of difference between equality of opportunity for employment with respect to an alien. and admitting him to the civilservice employment of the United States.
