"While the work of the General Intelligence Division was at first confined solely to the investigations of the ultraradical movement. it has now expanded to cover more general intelligence work. including not only ultraradical activities but also the study of matters of an international nature as well as economic and industrial disturbances incident thereto." Had In Fact correctly and completely quoted from the Attorney Generals Annual Report. the impression would have been conveyed that any economic and inCustrial disturbances which were investigated were investigated solely as an incident to matters of an international nature.
