If we do not act. in practice and effect. we violate the promise. The second point I make. and. again. it may have no legal basis. I admit. respects our adherence to the International Refugee Organization when the agreement was passed by this body. it contained a condition to the effect that no provision of the agreement could be c6nstrued as being a revision or an alteration of the immigration laws .of the United States. Yet the ultimate purpose of passing the resolution and the ultimate purpose of the International Refugee Organization is to effect the resettlement of these people. I say to my distinguished friend. the Senator from Iowa. that if we pursue his argument to its logical conclusion. we must conclude that his argument means that the International Refugee Organization is actually ineffective. and meaningless. for under his argument. resettlement is not assured.
