It was given to me by a member of the staff of the Committee on the Judiciary. Mr. President. it is not a question of whether anyone agrees or does not agree with the law and policy of the immigration into this country or the policy with respect to who may or who may not be admitted into the country. but I assert that the law must be enforced. and that it is the duty of the Congress to make adequate provision for the administration of the law and its enforcement. This cannot be done unless we have before us the facts. and these facts can be gleaned only by thoroughgoing study and investigation of the entire immigration system such as is proposed by the resolution.
