Mr. President. I thank the Presiding Officer for calling the Senate to order. I invite the attention of my colleagues to this question. for I desire to have the Senate dispose of it as soon as possible. so that we may reach a decision one way or the other upon this subject. because unless this resolution be adopted before the Congress adjourns. its force and effect will be entirely lost. inasmuch as the real purpose of the resolution is to enable the Judiciary Committee to study this subject during the recess or adjournment of the Congress. so that when the Congress convenes in January. the Senate may be better advised as to the various subjects relating to immigration.
