This is a very important bill. The committee spent weeks hearing testimony on this bill. With regard to the foreignrelief program. the program of international refugee relief set up in this bill. and the socalled TurkishGreek provision in this bill. in my humble opinionand I have lived with this thing for weeks. and I have slept with it. and I have prayed over it to try to be able to do the right thing. and we do not have the time now to discuss this in the manner that I would like to discuss itthe step we are taking here this afternoon is a step that will represent a great page in the history of the world. Just what the future will be. God alone knows.
