The able chairman of the Committee on the Judiciary has published a memorandum on the instances of personal objections. It has been discussed in the Senate. There is the case of a Commissioner of Immigration at the port of New Orleans. which was recommitted and not again reported. Former Senator Reed at that time made the statement that the only thing against the appointee was the personal obnoxiousness objection made by the Senator from Louisiana. the late Senator Long. The committee took the position then * * *that if this were an office to be exercised wholly within the State of Louisiana the objection of the Senator would be conclusive. and we would report adversely on the nomination.
